I have a picture I'd like to turn into a crochet pattern. My gauge swatch calls for 295 stitches and 231 rows, but I can only find a place to enter my number of stitches which cause my pattern to be 295x295. Is there a way to indicate rows?

Welcome!
The reason we don't allow you to set the number of rows is because the freePatternWizard ensures your pattern doesn't get skewed. If you were to designate a specific number, unless you had the exact correct number, your pattern would end up being too tall or too short, where your aspect ratio would not be kept. In this case, you'd have 64 too few rows and you'd end up with a too-short, too-wide image.
As of now you can fiddle with your image by adding borders beforehand in a paint program, which would keep your aspect ratio and also get it to the correct (or close to the correct) number of rows and stitches per your gauge swatch. We're currently talking about how to offer some way of allowing the designation of a number of rows, where the software keeps the image from skewing, retaining your pattern's aspect ratio; however, at this time such a feature isn't available.

At some point I'll add the ability to override the built-in proportional output.
So you could then specify stitches across and down but there's no guarantee that an image with a circle would stitch into a circle. It might come out oval.
But this will be possible in a future update.
