I want to make a toddler blanket that is 184 stitches by 280 stitches so how do I do this?

It's not possible to give a length to the freePatternWizard, because if you were able to do so, your image might either end up truncated or much too short or skewed to fit, and it probably wouldn't be a pleasing result. So what you'll need to do is add borders to your original image, and I can't tell you how wide or tall, because I know nothing about your image. Anyway, since we don't limit you to trying the freePatternWizard only once, you can try different sized borders around your image, either top/bottom or side/side (but not both), until the end result is as close as possible to the 184 x 280. And it will also depend on your image. For instance, if you're using an image that's got a tiny figure on it and is blurry, you'll never be able to get a good graphical pattern out of it.
If you don't have a graphics program and you're using a computer, you can download free graphics programs to edit your image - one is called Gimp and the other is called Paint.net and they're available here:

If you have questions about how to use either of these programs to add borders, you'll have to ask them of the particular program's support, as I don't use either of those...I use an ancient version of Paint Shop Pro, so that's why I've never used those programs, and would be just as confused as you about what to do.
I've noticed you've been asking a lot of questions about how to make images of certain sizes, and the answer is the same every time until we have a feature (likely a premier feature) to resize images. The answer is
always
to add borders to your image until the freePatternWizard produces the correct result. You'll find that sometimes it will be off in one direction or another, and that will prompt you to add different combinations of borders until it works the way you want it, which likely won't be the exact numbers you want, unless you're lucky. But you should be able to get it near the right size with borders. I'm guessing you really want me to give you a specific fix for this issue, but I would be remiss if I did.
If you don't want to mess around with your image and just want to make something that exact size, you can wait until we offer a premier feature that will then properly resize your image; however, I don't have a date as to when this will be ready.
