Hi there - the sizes given when you convert your picture into a pattern, does that include a border or do we still need to add our inch or two inches around the edge.

Hi, and welcome!
There is no border included in cross stitch patterns created through the Free Pattern Wizard, unless you've included that in your picture.
However, my guess is that's not what you're asking. If you're asking about the extra three inches that must be added around all four sides (e.g. an extra six inches to the top/bottom measurements and an extra six inches to the side measurements) for
framing
, that's something that usually must be added to every pattern, unless otherwise specified. Although you may be tempted to add only one or two inches to each of the four sides, you may find that though you save money on fabric, you can ultimately end up with a problem when you go to frame the piece, as you may not have enough fabric. So my very strong suggestion is that if your finished piece is slated to be, for example, 6 inches x 5 inches, I would have a piece cut that measures 12 inches x 11 inches. Too much fabric, while a waste of money, is better than not having enough fabric and having to start a piece over again or be unable to frame it.

I am having trouble. I am using 18 ct cloth and wanted to make a cross stitch pattern from a picture I uploaded. I would like it to come out to be at least a 5x7 finished design. It asks me how many stitches I want the pattern to be so what should I enter for the design to come out to be at least 5x7 when finshed?

Welcome!
If you want your design to be 5 inches wide, you'd have to tell the system the width should be 90 stitches (e.g., 18 stitches per inch x 5 inches = 90 stitches); however, you cannot specify the length. The length is determined by the length of the image you're uploading. So if the true aspect ratio of your original isn't 5 x 7, then the finished length will not work out to be 7 inches.
The reason for this is if we were to let you specify both the number of stitches and the number of rows, your image would likely be distorted.
In that case, you'll have to experiment by adding borders either on the top and bottom or the sides (but not both of those!) to get it to turn out so that the finished length and width will be 90 stitches x 127 rows (5 x 7 in 18 count).
